If I was to live in another country I would learn language and culture.!

For starters, American and Canadian culture is something borne of the immigrant experience. The only people native to these countries are the Aboriginal people, and the rest of us have come from somewhere else. Our cultures reflect that, and are made up of elements that are brought from all over the world. Frankly, I think it's pretty arrogant of us to expect people to immediately conform to this culture that only a few generations ago, or less for some of us, our ancestors were contributing to building. Rather, why not learn a little something about them and appreciate where they are coming from and how they can contribute to making our culture richer?

As for language, some people don't have access to education in the same way we do in North America. It's pretty hard to learn to read, write, and speak a second language when you're not entirely literate in your own. That, of course, isn't the case for all immigrants, but moving to a new culture is daunting, as is learning a new language, so sometimes if people move to a place where they are able to associate with others who speak their own language, they are slower to learn English. If you moved to a place with lots of English speakers surrounded by a language you knew nothing about, wouldn't you prefer to speak English? Give it a generation or two, and their kids will be perfectly fluent in English and (hopefully) the language of their culture, too.
