On the tv show "Cops" do they have to give you a release form to sign in order to show your face? Some people are blocked out but the majority are not. I'm wondering why. The same with the show "To Catch a Predator" on Dateline. Most are not blocked out but I just couldn't imagine ANYONE would want their photo shown!

No - the people who get arrested don't sign anything.

The reasons their faces are blocked out are that: a. their case was still being adjudicated when the show was set to air, or b. their attorney sued to get their identity withheld.

My guess is if you're found guilty, they don't need consent to air that tape. But if it's pending and the person just wants to be on t.v. (like an idiot), then they show your face if you've consented. Now, if someone in the background or someone that contributed to the information they received is blurred out, they either gave their consent, but didn't want their face shown or didn't give their consent and they were blurred out anyway. As for license plates, those are illegal to show anyway so those will always be blurred out. That's the same reason you can't go to DMV and get someones information - illegal.

Actually, NO you do not. When a person does not consent, they delete all identifying information. This is usually done by blurring out the license plate, ID card, and face of the individual.

When someone breaks the law, it is a public offense and they have no expectation of privacy.

The reason some faces are blanked out is because for one reason or another, that person was found to not have been involved in whatever was going on.

yes, if you can see a subjects face (also, undercover cops will nearly always have their faces covered to protect their identities) then they have signed a release/authorization form. If you cannot see their face but the haze of a computer, then they either did not sign the form, or could possibly be a minor. (or as was mentioned above, undercover)

i think they are blurred because of pending cases. not blurred on the predator show because it is obvious they are guilty. too much evidence. that show is sick anyway, some of those guys look normal some look like loners. no way to really tell... scary

they can show a person when they have been convicted. the ones that are not shown are either still in litigation or the charges were dropped.
