You can do fiberglass repairs yourself but they can be messy if you've never done them before.

Drain the pool down to below the cracked step. Let this dry for at least 48 hours to ensure proper adhesion. Use a quality cloth (or even the fiberglass drywall tape as recommended above) and a quality resin. You will want to use at least two layers of cloth to ensure proper strength to the step.

If you feel the least bit hesitant about doing it yourself, then call a professional. They will do a quality job and the cost for replacement may not be as expensive as you might think.

For fiberglass repairs I like to use a piece of drywall mesh tape which is made from fiberglass over the area that needs to be repaired and then spread a coat of Bondo which can be found in most home centers over the tape as you would spackle. Bondo is a product used for auto body repair. I have also used it for repair on Fiberglass Russian Orthodox Church domes. Bondo is a 2 part system that you mix and it hardens very fast. After it dries you can sand it and then apply a paint or Gel Coat finish to it to match your existing colors.
