Your question is unclear. Are you asking "Can a classical guitar be played with a pick?" If that's the question the answer is yes,why not? You'll scratch the heck out of the guitar because it has no pick (scratch) guard- but go ahead.
If your question is "Do classical guitarists play with a pick or their fingers?" the answer is with their fingers only. Picks never! You use a combination of the nails on the right hand and the flesh of the finger tips.

Actually the finger nails. You slide the nails across the string for a smooth tone, pull straight back for a sharp tone. You have to have smooth nails, and chipped nails are the bane of classical guitarists. Seqovia (and most guitarists) attack the string with the left side of the nail, but Alexander Lagoya introduced the stroke starting on the right side, saying it gave a more powerful sound. I learned guitar from a disciple of Lagoya, so that is the technique I used.
There are no rules prohibiting the use of a plectrum, but you can't do homophonic chord progressions that way.

Both. Just depends on what kind of sound you are after. Using the pick will give you a different
sound than just strumming with your fingers. Try both and see which sound and method you prefer.
