I purchased some software on eBay about 5 days ago, and the guy won't send me a tracking number, though he has already promised to. I think he's another phoney seller, but what can I do? He doesn't return my messages.

1. File an Ebay complaint as soon as available. Probably you have to wait a few more days.
2. Contact the local police department in his hometown if he does not provide the product timely. He may be committing mail fraud.
I did this when a scammer seller accepted my payment but did not provide product. The police were very helpful in resolving the situation.
3. Request a refund from paypal.

Yeah some of the people on ebay are so selfish. Can be very frustrating. Have a look at his Ebay rating, and see what the other buyers have said about him and go from there. Remember if he wants to keep trading on ebay he can't afford a bad reputation. Best of luck with it.

Unfortunately, you really don't have much recourse with Ebay or Paypal (hopefully you paid with them) until 7 days of purchasing your item. Just keep sending them emails and once the 7th day is up, file the claim with Paypal for non receipt. Good luck.

If you used Pay Pal.. call/send them an email telling them you want the payment stopped.
If you charged it on a credit card, call your credit card company and told them that there is fraud involved and you don't want the charge honored.
Report the person to EBAY and they should be able to help you as well.
