It's called a "floral setting resin" ---it's a "soft" version of a 2-part epoxy resin (which cures very hard).
You can buy various brands of it at a craft store (in the floral dept.), or online, or perhaps in hobby or art supply stores too.
I have a bunch of info about these kinds of resins on the "Resins" page at my website if you want to find exact brand names, as well as info on how to use this kind of resin, etc.:

(... click on the category called SOFTER SURFACE EPOXY RESINS in the list at the top of the page...)

The product you are looking for is called Everlasting Elegance. by Syndicate Sales which is very hard to find now, if they still even make it. Another product is called Acrylic Water Kit by FloraCraft. These two items work very well and harden very nicely. You pour the two resins together and they harden in 24 hours. Most all the other products out there now do not harden but stay soft and sticky, and have bubbles and do not look like a nice clean still water in a vase. I would not use these, they are very unprofessional looking. You will not be happy with the results.

Both previous answers are correct, I have used it for putting into vases and it is extremly easy. Just mix the two products provided together and let it dry.
I tried using it for a flat panel to put on the back of a bead purse but it is extremly heavy when dried and it really nevery gets rid of it's sticky to the touch feeling. It will also keep fingerprints if touched after it is dried.
You can buy it at any large craft store like Michaels or Hobby Lobby.

It's a liquid acrylic, comes in a kit, you mix it and pour it into your vase. Once the acrylic has hardened, it's permanent and you can't reuse the vase. I have not personally used it, but I know people who have and it's pretty easy. It may be called Water Illusion or Illusion Water. Ask at your craft store, and here's a link for you:
