Defrag your hard drive, do a Windows update, uninstall then reinstall your DVD player software (check for updates to the software). You might also need to clean the lens on your DVD drive -- I know my DVD drive is a bit old and trying to watch a DVD on here is torture, but another DVD I used to have ran just fine (gave it to my sister).
RAM is a consideration but I would check out the other options first. Also, if there is a lot of spyware on your computer that could be consuming a lot of resources (ie memory) which could effect how well the video plays -- do a scan with AdAware (found on www.downloads.com).

Add more ram or get a better video card. Or perhaps, ever a faster dvd drive so that it can read quicker. Try getting a sata dvd drive, they are faster than the pata (ide) of the old days,

My mother had that problem and what she did to fix it was look up, under "troubleshooting" in the instruction booklet that came with her PC, "playing movies" and was able to solve the problem that way.

you probably dont have enough RAM check your manual to see how much you have. you can get more at any place that has computer stuff, like best buy. you just need to know what model computer you have or what kind of RAM you need because there are different sizes and they are different for different computers
