For buffets, the slowest time to go is at the end of a meal period - 10:00 for breakfast, 2:00 for lunch and 9:00 for dinner. The downside of this plan is sometimes food runs out or is just not that fresh anymore.

As for navigating the strip, pretty much the only time it is not horrendous is like 3-7AM. I wouldnt suggest doing if you dont have to. Go to Yahoo Maps and study the primary back roads. You want to take Industrial/Frank Sinatra Dr. for going to places on the west side of the strip such as Caesars, NYNY or Luxor. For the places on the east side like MGM Ballys or Venetian use Koval Ln. I cant stress enough how much time you will save by learning these streets.

The best time to go to a buffet is about 1/2 hour before they change to the next meal. For example I would go the Bayside buffet (Mandalay Bay) right before 11AM. That way you get in on the breakfast price, have a plate of breakfast and then get a plate of the lunch items.

It is also very quiet at turn over time and since they are constantly refilling the trays, the food is always fresh.

As for traffic, it is always busy on the strip. Dean Martin drive parallels the strip and grants rear access to several hotels on the strip including Bellagio.

If you want to take a scenic drive down the strip, in the morning after rush hour (around 9:30AM) is nice since you can still drive with the windows down without stewing (during the summer months) and there is little traffic.

I'd say first thing in the morning is the lightest but it's a 24/7 place, nobody really sleeps.
Don't worry about traffic on the strip. If you are there for sightseeing, stay at The Mirage or Treasure Island. They are right in the middle of the strip and you can go one way on one night and the other on the next night. It's best to go on foot, there's just too much to see in a short distance.
IF you must drive somewhere, get off the strip a couple of blocks and get there. The strip is ALWAYS packed.

Do not drive, even if you bring a car. Walk, take the bus (the Deuce runs up and down the strip all day and is inexpensive) or use the monorail to go long stretches of the strip quickly (more expensive but very useful). For info on the monorail go to the site below which includes interactive map to show you what is at each stop.

Don't know about the buffets, but I would echo what others have said about using the side streets and avoiding driving directly on the Strip as much as possible.

It's personal preference, but I prefer to drive a bit as opposed to the buses/monorail. The valet parking is very convenient and cheap. You can bake in 115 degree heat waiting for a bus, or walk in 115 degree heat with the monorail (which really does'nt connect all the casinos like you would want it to).

For traffic Las Vegas Blvd. is always busy once the sun's come up. Buffet wise I used to try to go eat about 7-8 pm
