All things being equal, programmers make more.

However, top-notch web designers make more than average programmers. So if you feel that you are very good at web design, but maybe just so-so at programming, you might personally do better as a web designer.

I disagree with most of the posts, specifically sir Charles.
A programmer is not a web designer and cannot "professionally" design sites in their sleep. Web design requires creativity and knowledge of branding and design principles. Programming is a good field to go into but they typically are not web designers. Not good ones anyway. In the real world, they work together. Who makes the most depend on who has the most experience, what the demand is for the state that you're in and what company you work for. I agree that all things being even a programmer (ie - a really good programmer vs. really good web designer) is probably paid higher, but a corporate or driven entreprenuerial web designer can make a significant salary and really enjoy what they do.

Web Design requires talent. However with repetition, I as a web programmer, learned tips and tricks on what is visually beautiful and what isn't.

Of course, I will never be as creative as a talented web designer, but I can do a fully functional appealing looking web application without a web designer. The web designer can't produce something functional by himself.

Uhh...

Most programmers are able to do Web Design in their sleep. Think of Web Designing as a lower subset of programming. It does require some creativity and experience with different applications, but for the most part, the skills required aren't as complicated.
