It certainly is not illegal. You have the right to cover your whole face with a bag if you want to. I would not try to go into a Bank though covered like that, they may get the wrong impression that you are trying to hold them up. I have not heard of a case where someone was arrested for wearing a balaclava in public. What would they do in the winter time when it snows and is cold? Ban all balaclavas? There would be an outrage that's for sure.

Other garments which cover the face, by which I assume you mean various female Islamic clothes, are allowed because it's directly related to religious customs.
A balaclava is generally only worn by someone about to run into a bank with a sawn off shotgun.

That's a good question, I guess it could be illegal in some places but I don't think everywhere, they tried to ban hoods that don't allow cameras to take your picture in the UK but I don't know what finally happened, and I'm sure in very cold places people can walk outside with a balaclava. I think it should be legal, but laws are sometimes pretty crazy so I don't know.

it is not illegal to wear a balaclava mask in public but just depends if your doing something illegal with it like wearing it in a store or wearing it in a bank. well once I wore a call of duty ghosts mask in public and there was the law there and they didn't even mind.

Its not illegal to wear a balaclava because people wear them for skiing and things like that, but there have been a few incidents where people wearing them have been put in police custody, but i think they were all realised.

Muslim women cover their faces, so i don't see why you may desire to not positioned on a balaclava. you may ought to get rid of it in case you have been to pass right into a financial business enterprise/development society although...and you may get somewhat warm in the time of a sunny spell!
