Kind of a difficult question to answer with the information given.
If the whales are of the same species, then it would be a population of 3 whales.
If they were not of the same species and the ONLY living things in the area, like in a large aquarium, it would be a community made up of three whales.
If you want to consider the aquarium,( or ocean or bay,etc.) and EVERYTHING in the water, i.e. abiotic(and including all living things), along with the whales, regardless of their species,
this would make up an ecosystem.

community. population must be able to reproduce, and there are minimum individuals limits for populations of various species. three of them is for sure no population. count at least 50.
ecosystem consists of various species. anyway every single whale is an ecosystem on its own, it carries parasites, etc.

Community = collection of all organisms in an area
Ecosystem = all the organisms plus all the abiotic factors, like rain, rocks, soil, etc
Populations are just collections of individuals from one species. There can be many populations of an individual species. For example, there are many different populations of lions in Africa, according to where they hunt/roam and what they eat.
