No it does not.

Or why Canadians drive across the border and get their medical care. If their system is so good shouldn't it be the other way around? People on here talk about border states in the south getting a beating on illegals what about the northern border states where the Canadians do the same. Maybe these countries increase their rating by getting better care here and spending our tax dollars all the while making us look inefficient

The general answer is that people for whom money is not an object going wherever they think they will get the best boutique care. Wouldn't you do that? If they were doing something routine they might not bother. But when it is critical it must be as good as they can buy.
