Feedback is optional and not all leave it.

Here are some things to think about:
First, it depends on what actions you consider to be part of the sale. Many people consider the purchasing part to be the whole transaction, but if the buyer is unhappy AFTER the purchase, the transaction really isn't complete if further communication and action is needed with the seller to resolve the issue(s). After all, what do people comment about when they leave negative feedback? The aftersale experience (item quality, long shipping time, bad packaging, etc). What do most people comment about when they leave positive feedback? The aftersale experience (item quality, fast shipping, great packing, etc).
Pragmatically, a buyer leaving feedback is usually the ONLY way a seller knows what the buyer thinks of the transaction. I've seen many instances where a buyer was not happy with the transaction and chose to leave negative feedback instead of contacting the seller to make things right. If the seller left positive feedback first, there's nothing more a seller can do to make other ebayers know the buyer didn't treat the transaction fairly.
Second, feedback is OPTIONAL although many ebayers feel obligated to do so. However, many take feedback very personally and will "retaliate" if they (this applies to both sellers and buyers) don't feel the transaction went the way THEY think it should have gone. Which can lead to feedback abuse, extortion and manipulation, which ebay does address.

I buy and sell on eBay.
Feedback is purley optional and your rating is only a reflection of those comments where people actually participated. It is intended for people to "know" you before dealing with you. After a couple hundred positive feedback, what does it matter if you get one or not? It isn't like collecting "points" in Yahoo Answers or Pogo.com. I typically only read the last dozen when checking someone out.
A Seller isn't required to leave feedback, but it is nice when they do. I always try to leave feedback for my buyers to show them I appreciate their business. Some of the Sellers are big-businesses and they don't have the people available to sit there and type in hundreds of feedback messages every day. I've found that typically Sellers will wait until the Buyer leaves feedback first. Sellers who post first right after payment is made can get a cranky customer who posts a Negative comment and then they have no recourse to clear their name so as to say.
As a buyer, if I'm dealing with an individual, I try to leave feedback. If I'm not really pleased with the sale (slow shipping, charged too much for shipping... etc.) I may simply skip feedback rather than post something Neutral or Negative. With about 600 feedback, I really don't care if I get any more or not. You can read about me with the comments that are there now.
If I'm dealing with a business that already has thousands of feedback, why bother? Of course unless it is a Negative after they fail to work things out with me on the bad sale.

I think that all of the sellers on every auction have left me positive feedback. Maybe one or two didn't bother to leave anything. One took about 6-8 weeks to leave it, but apologised by email.

It is optional yes, but always good to get positive feedback as it helps your reputation as a seller or buyer in EBay, most long term sellers or buyers will normally leave feedback

It is optional. If you contact them asking for it, they can report you for harassment as this has been reported to eBay as having been done, but if they seem nice enough, you could email something like "hi, I have left your feedback, I would greatly appreciate or kindly leave me your feedback as well. Thanks, your name.
Sorry for the people who left me a thumbs down, this was covered on eBay bullentin board as I am a member, and a seller. You do not know what you are talking about.
Here directly from the site is a statement that reads they recommend it: No where ever does it say you have to leave it.

It's optional, but sellers are constantly nagged to do so until they specifically pass over the step in the processing (other steps are billing, shipping, etc.)
You might send a brief note indicating the value of the rating to you as a buyer and asking that they add a positive rating. Ask once, don't nag.

No, it is not required. Some people are like that though. They just can't be bothered. That's why I wait for feedback and then give them feedback in return. Have you given them feedback? They might be waiting to see what you say first.

it is optional but very disrespectful to the seller of an item to not leave some kind of feedback. however e-bay will not let the delete the sale in their my e-bay space until they do leave feedback they just keep reminding them "You need to leave Feedback for item#*********" .
