Download all your stuff to a blank DVD/CD and you upload it to your new computer. :)

Yes, you can. Apple doesnt want you to though. If you were able to transfer songs from your itunes to another computer, whats to stop you from just sending your itunes to a friend? They dont allow this for that reason. There are ways around it though. My hard drive was destroyed a few months back and i realized i lost 3 gigs of music from losing iTunes. I did research and found a great free program called PodUtil. This program extracts all of the music from your ipod and puts them in a file that you can import into iTunes. It solved my problem, and it was very easy to do. Heres a link to the site i used to download the program, it also has more info on the program.

Good Luck!
