how long can one use recorded music without copyright?
this is a for a short film.
someone told me that one can use 30 seconds of music without paying royality.is this true?

No, it's not true. You can't use a second of recorded music without permission. Contact the publisher. If it's an obscure bit, they may give your permission without paying anything at all. I've gotten permission on classical recordings quite often without paying a cent.

Generally the music composer won't mind you taking a snippet, but the recording labels and RIAA are dogged on this.
