Assuming your in UK and its private hire your considering, most councils have you apply for two licenses, one as a driver and one as an operator. You will need public liability insurance, You get a police check.
Your car will get a test every 6 months as well as its regular MOT.
You will then need a customer source, eg hiring a radio from a firm.
Hackney is more difficult to get as most places have a waiting list.

Some councils dictate that the vehicle must be under 3 years old, a test is required to show competence, a medical, a licence, taxi insurance, plates, and more, council will tell you more.

You will need to check with the city first to see what they require. Some require that a taxi not be older than 5 years, etc.
But, before you do anything, you will need to get a chauffer's license. You can't offer taxi service on just a regular driver's license.

you would first have to go to the city and see if they will allow it. then if they do you would need a business license, liability insurance, a tax permit, and a slew of other things from the city before you even begin to ferry your first customer.
