He would first build up a lot of political capitol & then spend it. Then create an atmosphere that we are at threat and will be attacked by a foreign enemy no matter what we do.We become scared rabbits and think a 7th century religious fanatic working out of a cave 12,000 miles away attacks us. As a defense against this, he puts us on the "offense" by starting a war with the rest of the world that does not agree with him and states "you are either with us or against us". He would then manipulate the Press, re-write some of the constitution, create new laws within new laws that are within new laws so only he and his Lawyer friends could interpret them. He would point fingers and have the "Patriot Police" scorn and harrass people for asking questions that may shead light on his insanity. He would tell the people and the world lie after lie-you can always see when he is lying-his forehead wrinkles while he is lying to them.
Then he would try to hold onto power by creating a new Presidential Directive #51 from May 9th, 2007 which he rewrites the legal circumstances needed during a so called "Emergency Situation" that re-directs the channels of governmental powers even if the "Emergency" occurs half way around the globe. This allows him to stay in "The Red House". If the We The People then try to protest, we would be labled as "Enemy Combatents" and detained without charges- Asta La Vista Habeas Corpus !

From the answers so far, it already looks like many countries are led by paranoid people. Luckily, none of them have accumulated enough individual power to act on their fears without other people curbing their fears. But then, maybe we are paranoid about the leaders. We are people drawing conclusions about what is happening n the inside from looking outside. It is difficult to make rational judgments about political behavior. It is a good reason to make sure that no one has too much power. I always try to vote to counterbalance the influence of any one strain of thought, and hope it canceled everything out.
