If you strike them and they are not fragile, they will make more noise then if full. Think of this also:
Shallow brooks are noisy.
People with little substance to their personality or intelligence make up for it by talking a lot, but not really saying anything with meaning. Unfortunately, quiet people are often not listened to very carefully even if they have something good to say.

Waves travel through everything, solid, liquid, gas, plasma, and void. As to whether or not we can hear the frequency is another issue. Sometimes it's too low for us to hear, sometimes too high.
While this may make no sense immediately in the response to your question, consider radio telescopes. They take waves that are completely imperceptible to us and turn them into something that is visible or audible.
In other words, everything makes noise. Empty or not. How we decide to use it and perceive it is the determinacy if the noise is beautiful, useful, or garbage to be ignored.
