A request can be made for the secret service however in this case, Sen. Dick Durbin started the ball rolling for the assignment.
The Secret Service made the assessment and decided that Obama would have protection. He is the only other person besides Hillary who currently have it. Obama refused it and was told he could not. Micheal Chertoff addressed this same question a few days into the announcement by the Secret Service.
Homeland Security Secretary Michael Chertoff authorized Obama's protection after consultations with the bipartisan congressional advisory committee, according to Chertoff spokesman Russ Knocke and the Secret Service.
The others don't have it yet. The Secret Service is gearing up to deal with the demand.

When money is raised as Obama did from the beginning and flocks of people surround him as they continue to do, it is dangerous to not protect a candidate that creates this type of attention.
The administration of the current president endorse the protection of such a candidate running for office in Washington, D. C., which includes the secret service which is hopefully loyal to the president as well the country.
I know we have all heard about death-threats, and I simply don't believe this was the determining factor, as it is more logical that he became the frontrunner speedily and raised funds as speedily - therefore creating a circumstance for accidents, if you will.
