Because they wrote the HTML code poorly.
They have written the web page to have a fixed width. So if you make your window wider than that fixed width then you just get extra background colour down each side.
With a widescreen monitor a maximized window will always be way over that fixed width.
Similarly if you make the window narrow, the text does not reflow, but you get a scroll bar across the bottom of the window.

Have you clicked the "maximize" button? If it is maximized, can you go up to the top corner and hover until you get a diagonal two-headed arrow -- then drag it out.
How about on the bottom-right of the screen, there is a percentage with a down-arrow. Click the down-arrow and change your setting.

Change your display resolution by right clicking on the desktop and select "Properties/Settings
and move the Resolution slider to a higher resolution and click apply.

Maybe you need to go to your control panel or system preferences(mac) and change the resolution of your monitor to a higher resolution
