gather. I suspect at some point it shorted out and maybe caught fire (nothing is plugged in). I was wondering how I can cut electricity to this outlet as well as two others that aren't far away. Is this possible? The outlet cover was blackened and the bottom part doesn't work. I'm afraid of a potential fire. Please help!!!!!!!!!

Paint the walls with drylock paint this will stop all and any leaks, there should be a breaker for that area in your basement, better yet call an electrician.
