Choose a topic you are passionate about. Talk about something that you love or hate or fear. Your interest and emotion will communicate to the audience, and your speech will be much more interesting.

Talk about the price of automobile insurance for teens or the war or about a law or school rule you feel is totally unfair.

When the teacher gets off topic, what does (s)he talk about. Give your speech about that. (This is an old technique called sucking up.)

Choose something that really interests you, something that you get excited about, and something that you know alot about. A speech is much more interesting to listen to when the audience can tell that the speaker likes what they are talking about.
