How expensive are 3-star hotels near say, Harrow ? How far is Luton from London and whats Luton like?

Luton is a little town, with a small airport. Not a lot to do while you are waiting. Most people will not even see the town, getting on the bus for Victoria bus station as soon as possible.
I believe it takes about half an hour, but I am not sure.

Weather in London can still be warm, hot even, or rainy, cold and miserable. Or anything in between.
Best bring some clothes for warm weather, some jeans or alike trousers and a sweater and rainproof jacket. Bring shoes you can walk on all day that can take a little rain.
For hotel prices, search London, the part of town and hotels. You can often choose by price category or by stars.

They are just as expensive as during the rest of the year.

WHY in the WORLD would you want to go to Luton.? There is nothing there but a bunch of lowlifes living in council flats... The only thing to see is that old church downtown and the shopping mall is a miserable, cramped place full of pickpockets.

I lived in Luton for about 6 months at one time and you couldn't PAY me to move back there. You can't even get a decent pub lunch in that town.
