A Schengen-visa is not valid for the United Kingdom. Whether you must apply for an UK-visa in advance or you can get it at the border primarily depends on your nationality. All necessary information on visa-issues you should be able to get here:

You will need an extra visa.
And you will not be able to get it at the border.
Best check with the UK embassy as soon as possible, as they take time to get produced.

Added:
Go to the website of the UK embassy, mostly there is one for each country, or search for UK visa information on-line.
It does make a lot of difference which country you are from, but I do not know any of the details.
If you are already in Europe, try to contact the UK embassy in that country.

You don't mention your nationality.
If you are a Filipino, residing in France (for instance), you'd need a visa, to visit England. You should apply for one at the UK embassy in your country of residence. You can fill the visa application online, but you may (or may not) need to attend a personal interview in a later phase.
Goodluck.
