I want to contact as many government officials that I can. Is there a way to write one email and send it to all of the officials at one time?

I'm not aware of a way to send out a blanket e-mail. I usually have to go to my individual representatives' websites. In fact, they're designed that way in order to lessen the number of e-mails.

Hopefully someone else here has better news.

If you really want to get their attention, spring for the stamps and send snail-mail letters.

Which federal government officials? Members of Congress? Heads of agencies? There are a variety of kinds of federal officials.

You should be aware that Members of Congress take very little notice of letters from people who they do not represent. The staff usually toss them. It is only in unusual circumstances that they make a difference or are paid any attention to. They are primarily accountable to the people who can vote for them.

That was the practice when I worked in Congress and from what I understand it is still the practice today.

It depends. If you look around there are sites that have all the legislators, but you are going to have trouble finding one that does the executive branch or judicial.
In fact, if you send a whole bunch at random, you are likely to be filtered by the government spam. If you actually want to get something done, then you need to actually write individuals with your concerns including why you are writing and why they should be interested.
