You have to contact the seller and tell them you wish to withdraw your bid, and if they don't let you do not purchase the item and tell ebay you tried to cancel it with them and they didn't let you and they should take care of it. Just give the seller decent notice so you don't mess up their bids with other people.

There is with an auction that's still active and (I think) has at least 12 hours to go. Go to eBay's Help page I've linked below for directions on how to do it and when it's allowed; they break it down for you there.
This is copied from another page on eBay's retraction instructions:
It is ONLY OK to retract a bid if...,
1. You accidentally enter a wrong bid amount (for example, you bid $99.50 instead of $9.95). If this occurs, re-enter the correct bid amount immediately.
2. The description of an item you have bid on has changed significantly.
3. You cannot reach the seller. This means that you have tried calling the seller and the seller's phone number doesn't work, or you have tried emailing the seller and it comes back undeliverable.

Yes, if there is a valid reason or if you are not the winning bidder. If the item is not described as shown, you can cancel your bid. Also if you do not think the item is genuine, you may cancel your bid by following this link: http://pages.ebay.com/help/policies/unpaid-item.html
