It's not really military time as it is everybody-other-than-America time. They use a 24 hour clock. Wow! That's so weird! There are 24 hours in a day, so I would think you should use a 12 hour clock, right? I wonder what I have to do to find out what that is in military time. Maybe divide it by 6? Oooh, that would be hard! That would make it about 3:45, but how do we know if it's am or pm??? Maybe the army multiplies "American time" by pi, and then finds the square root, all in their head! That would be a little under 161:00. Utterly sad...

I don't know about military time, you need to know the time zone where the 22:31:24 was measured.
It is one minute and 24 seconds past half past 10 at night, on whatever time zone it was measured
