I think two letters are missing from the front of both words.
"(C)rapper (S)eater".
Which simply means "someone who likes to read while sitting on the toilet."

I think that is supposed to be "Wrapper eater" - someone dumb enough to throw away the contents and eat the paper it comes wrapped in.
