I don't know if you'll find one in your area, but look in freecycle groups around you - everything listed is free, and that's about as cheap as you can get! If not there, try craigslist in your area. Both will have used equipment, but all it would take is a little cleaning - you would probably do better to get your own gravel and airpump.

Half the fun of getting a piece of equipment of any kind is comparing the specifications and prices.
That is how your understanding grows.
It is a learning process.
Ask, Google and Yahoo are principal search engines to learn and price from.
Ebay is good to follow in your area of interest also, just to see what special opportunities and prices pop up there.
After learning on the search engines, Ebay will produce the cheapest purchase with patience.
