in weight lifting programs i have heard a rumor that your are more liable to injure your neck compared to someone who does not lift with their neck my friend and i had a dispute and i want to know the answer

You have to lift safely. Get an instructor or weight coach to show you. But if you do it correctly, then no, you would be less likely to break your neck because your muscles would protect you. But it's crucial to learn proper form and not lift more than you can handle.
