He went into the Hall of Fame as a San Francisco 49er. In the case of players who had multiple teams, it is up to the Hall of Fame to determine which team they will be enshrined as.

According to the website the credentials are as follows

Each player nominated must have: (1) received major first-team All-America recognition; (2) played his last intercollegiate game at least 10 years previously; (3) retired from playing professional football; and (4) proven himself worthy as a citizen after his football career, carrying the ideals of football forward into his community.

Joe Montana only played a handful of games at ND. He was barely a second string and only got playing time because the starting QB got hurt late in the season. He has no collegiate awards to his name, therefore will never be in the CFHOF

RAIDERS!! For you guys above who say no HOF please go back and review his stats, come on now!! D Rookie if the year 1998, D player of year 2009, pro bowls in 3 different decades, 6th all time in interceptions, tied for most all time career D TD's, 2nd all time in pick 6's, 18 year starter playing 3 different positions. If that does not get him in the HOF then they should clear out most of the DB's who are there.
