Yes and No
the really joyous moments in life are such a fleeting moment in time that you grab it with both hands and hang on to the moment really enjoy it, for example your first child is born, you win lotto, you get married, you get engaged, you win your first ever competition things along those lines
Happiness can also be enjoying a full life and being contented with what is in your life, family friends, job satisfaction, personal growth and development

so yes some times it can be measured, other times people
just forget to have a really hard look at what they have, or have achieved in that case No

How can you measure a state of mind and what will the benchmark be since everyone is different and each have different criteria for happiness? If you're happy, be thankful and count your blessings.

I highly suggest this book. It talks a lot about happiness and the brain. I am actually reading it right now. He has such a way with words to make this seem easy to understand.
