Get some of that "Hard Shell" topping and put it in the bottom of the cone, stick it in the freezer a few minutes until it sets really good, then pull it out and put your ice cream in it. Works every time. When you get to the bottom you still have a nice chocolaty treat! I do it all the time for my family.

If you are talking about sugar/waffle cones, befor eyou put in any ice cream, either put in an upside down hershy kiss, or a marshmallow.

Martha Stewart recommends placing a marshmallow at the inside bottom. It might work.
