yes,yes and yes.taking acting classes can help you know more about like the technical stuff and gives you opportunities to perform and gain experience.it will also help you be more confident onstage and you'll get to know how to warm-up your voice and body etc.
you should put stuff like your achievements and acting experience into a portfolio so that you have something to show to impress the agents and to let them know how experienced you are.also,it's like solid proof,so you can include things like certificates or whatever you have as proof...
and yes,sending your portfolio to different agents is a great way to get selected.it gives you more chances.if you happen to get picked by like a reputated agent,all the better!it can really make your career successful.good luck!(:

99.99999% of the people who get it into their heads that they can be an actor never make one dime at it. If you do decide to give it a real go you'll see what it's REALLY like and most likely quit. As far as sending your stuff to CA, is that where you live? Do you figure that an agent will sign you and then you can commute to auditions? Agents only sign trained pros and you are not one. You're like everyone else. You're worried about getting an agent and booking jobs when you don't know the first thing about the craft. Would you ask for a job as a carpenter if you never hammered a nail? Take a few classes and get it out of your system.

You take acting classes wherever you can as long as they're good. I don't mean this to sound snobby, just corrective :-) As far as becoming an actress, you either are one or you aren't... you don't need a job or a class to tell you what you are or want to be. And an actor's portfolio is a headshot, a resume and a reel. We don't really call it a portfolio (correct me if I'm wrong and others out there in the industry do! I only hear models call it a portfolio because that's what they have, a collection of photos...).
OK, aside from classes you need to build your resume by getting roles. Do theatre, student films (check out the film school on campus...any campus. Perfect place to start!). Once you accomplish that, then move on to finding an agent.
If you want to find a legitimate agent to represent you for commercials, TV & film go to Sag.org. Use the dropdown menu on the right labeled 'resources' and choose 'agent information'. On the next screen, on the left choose 'Find a SAG franchised agent' and follow the directions. You can look up agents all over the US, but there are higher concentrations where the work is (Los Angeles, NY, IL, FL, GA etc.)
Then you can send them your headshot, resume, and a cover letter stating that you are seeking representation and wait to see if they call you in for an interview.
Once you have an agent, they will get you the auditions, but until then you can check out actorsaccess.com. You can also see if your state has a film alliance. Sometimes they post audition information for projects filming locally. For theatre, you can go to backstage.com or http://www.actorsequity.org/castingcall/... If you find the audition on the Equity site, you still may be able to go, as long as their not taking appointments from equity actor's only :-) On backstage.com you have to pay to get all of the info, but the initial search is free and you may be able to see enough info to find out the rest on your own without paying.
Use those links to help towards building your resume. If you're in Southern California, check out WorkingActor.com, click on actors, then check out all the different resources. It is a book that these advertisers pay to be in, but many of them are good and they have websites so if you need an example for headshots, check out the photogs. Marianne is right. In acting it is not called a portfolio. Head shot, résumé and a cover letter if you are doing mailings. Questions similar to yours come up quite frequently.
