I know you said free but... I would have to say, from personal experience, the best method to cleaning up your computer is to buy a McAfee protection plan. I know its not free, but it is awesome. My computer loads things in a snap.. my windows open faster and my computer starts up faster.
They have really cheap packages and the not only clean up your computer, but they run disk defragmenter, and scan/delete all infected files on your computer so you won't have to worry about viruses.
They even show you a little pop-up notification as soon as a virus tries to access your computer and shows you that McAfee has deleted it.
Also... It is possible that the processor installed in your computer tower is a slower version. You can go to a local computer repair shop and buy an upgraded and have them install it.. or you can buy one cheap from amazon.com or ebay.com and then go to the computer repair shop and have them install it for you, so it will be cheaper.
I've included links for both solutions... doing one of these things might make your computer faster but doing both will definitely make your computer run in super speed.

Add ram is one of the easier and cheaper methods to speed up ones pc. Also make sure you computer is clean of spyware/adware and viruses. Kim Komando wrote a pretty good article on how to secure a brand new PC. But, you can still apply these techniques.

Before you try adding more programs to speed your computer up just try deleting your COOKIES,TEMPORARY INTERNET FILES and DEFRAG your computer.
Also get a Program called Ad-Aware SE Personal and run that program everyday if your online alot.

download as many programs as you can and run them all at the same time. then download a 5 gigabyte file.
