good idea, it also help water transportation, which is less costly then road transportation

. linking is possible but that need too many years of work of which benefit usually is provided to a few politically powerful states which in all probability may have large number of voters mainly because they are not following any family planning or other national programmes on conservation. A very big example is available among southern states of India. so the cost should be bourn by such states and then they will be more careful with their resources.it would be better if the beneficiary states are asked to pay for what they get as this is a natural resource like ore, coal etc which are not provided free to any. then they would be careful with what they get.
