Belgium - it's the Dutch speaking part (north).

It is the north/west part of Belgium.
North of France, South of the Netherlands, on the coast looking towards the south of England.

But both France and the Netherlands have an area called Flanders, in France it is called Flandres and is part of the province North-pas de Calais with the town Lille.
In the Netherlands is the province Zeeuws Vlaanderen.
