You would then need to ask all the unwed teenage moms who gave birth to these gang members that question. They're too busy collecting welfare and foodstamps to comprehend the word parenting or they're at work and don't know their child learns more about guns and ammunition than reading and math. Single grandmothers are often raising the little gangbangers.
Simply put, no adult is in charge. Kids raise themselves. Gangs teach them life skills for how to survive on the streets.
It's the absence of proper role models and the presence of hiphop sexual oriented music that the little kids grow up hearing which will be "useful" in guiding them later in life.
Until the parent is held responsibile for what their child does, the parent will expect the school/s and police to do it for them.

Why are gangs formed? And where?
To my mind gangs are problems in heavily built up areas, where there are too many people. Kids need to belong and they will turn to their friends for protection and company.
Gangs have always been a problem. And types stick together, different nationalities, colours etc etc.
Parents have never been able to control teenagers. Kids need places to hang out. So this is something that is universal, never mind that they are black or white or Puerto Rican, etc.
So what could a parent do? They could move out of the city and into a quieter suburb. Which means they won't have work or will have to travel.
But perhaps the police could help by having a curfew - no kids out on the streets after six, unless accompanied by an audlt.

If you're fully aware of the other races involved in gangs, then why are you focusing your question only on the Black population? I'm not trying to be difficult; I just don't understand your reasoning. Are you trying to say that only Black people have these reactions? Not only that, but are you also trying to say that only children are involved in gangs? My suggestion would be, why don't YOU try to do something about it. Rather than present a semi-racist comment/question, perhaps you could look into creating a group or organization to help get kids and adults off the "streets" so to say.

Hey! you're not the only country with black gangs!
The Aboriginal gangs here are out of control. (ozz)
I don't know what the parents should do but I think if they got off their butts and stopped drinking or sniffing petrol, then they might be able to teach their kids how to live a lawful life!
No I'm not being racist, we have just as many white gangs, as the question states, just stick to the question.

The situation is to out of hand..........same way the KKK and the skinheads are to out of hand........there are those who try and try hard but it's just to much and alot to take on for any normal person....hate and violence is way to common
