Is it true that changing gears at low RPM is bad for gas milege because the car is strugling to get up to speed or is it better to change it a low RPM.

It's not bad unless you are flooringit at a low rpm. Even a small displacement four cylinder can be happy in the 1500 rpm range if you are gentle on the throttle.

Changing gears at too low of an RPM is called "lugging the engine". It probably won't affect your mileage as much as it will affect your engine. It's pretty hard on your bearings and stuff if you do it often.

depends on the torque output of the engine. V-8's don't mind under-shifting, less so V-6's. but wind 4-bangers out a little b4 u shift, not for gas mileage, but b/c u hurt the main bearings when you undershift (it vibrates the crankshaft, too much lateral force exerted on the drivetrain). Gas is cheaper than engine overhauls.

It'll save gas, but you can find a happy medium. Just don't wind out every gear. It's bad for yer plugs, when the engine is sputtering to get up to speed.

that depends on how low the rpm is, and how much throttle pressure you use to accelerate. short shifting(shifting earlier than you normally would) can improve economy, but it can also reduce economy. you have to experiment to see what gives oyu the best mileage, though i doubt there will be too much difference either way.
