most people put all male guppies in a tank so their is no breeding. i have a tank of neon tetras with a 3 boys in the group and 2 girls, you can tell because the girl neon tetras have a deeper chest then the guys. putting guppies and neon tetras is a very good match and i am about to do that
GOOD LUCK

Yes you can
If you put guppy's don't forget the common rule on it though, 2 females to every 1 male
Neon tetras are schooling fish, so you are suppose to keep them in a group of 6 or more

Hope that helps
