Yeah, limit breeding only to those who can demonstrate the ability and means to raise and educate a child properly and WITHOUT taxpayer assistance.

The media right now is showing all these rich and famous people talking about dropping out and breaking 'the system'...they don't tell the kids that they actually live in Beverly Hills with a million dollars, but they make it seem like they're out committing all these crimes, and it impacts kids.
