The Roman government wasn't that stable, civil wars and mass unrest was a familiar part of Roman history. Their history is just better documented than other cultures, they wrote everything down. Other cultures, like the Etruscians were a great democratic people and had great arts, but the Romans conquered them and destroyed everything.

"How did a stable government" That's a laugh... Have you ever read about the Roman Republic? It was a mess. Rich people bought offices by bribing the poupulace.

Let me see... How does a strong military help you mantain or create an empire? If you need to create an empire you can crush any militant force in the lands you wish to take and then keep the poupulation in control with it.

Stable goverment allowed acceptence and loyalty to comand...meaning the people would not break into rebellion at the sight of an enemy...The political power was always in 2's therefore not allowing kings..yes the had a dictator(nt the evil kind just a ruler with absolute power) but only for crisis because the understood the need of a strong ruler during war. The had amazing disipline and interestingly there generals were very agressive...because of the way there military system was setup..They only served for one year terms and no consecutive turns making them eager to gain military glory quickly the result was some very daring and somtimes plain stupid attempts in war some leading to a blazing victory or an all out massacare of their own army...i would like to write much much more but i dont have time soz...

The Romans were able to dominate the Mediterranean because 1) they had a strong army 2) they had a strong navy 3) they had a merchant class which could make them money anywhere 4) the Emperors of Rome were ambitious and were constantly looking to increase their borders in order to gain more wealth, property, slave, etc. 5) why am I doing your homework for you? 6) the benefit of a strong centralized (and ambitious) government resulted in expansion for the following reasons a) they wanted more money b) they wanted more property c) they wanted more slaves d) ETC. 6) This is such a vague question. 7) There you go.
