I paid him $50 for 2 months storage in advance, and we shook on it, my friend was there to witness it, but now he said I paid for 2 weeks, and he will tow it if I don't give him more money. And he threatened to sue me...
What rights do I have?
What can he do legally?

A verbal contract is legally enforceable. The problem is, as always, can you prove it? I suspect it would cost you more than $50 to sue anyone. Move your car and don't do business with this neighbor again.

If you didn't get it in writing, you've got a problem. You could fight it out in court, or just move your car somewhere else.
