I mean i heard a few people say they have hacked cards and they sell them for half price... i wonder like how do u do it? its a computer program or a scanner thing or what? can this work for all gift cards or only wal-marts.

I wouldn't call it hacking, more like counterfeiting.

Here's one way the scam works.

Badguy walks into walmart, walks over to the checkout line where the gift cards are. Grabs a bunch, and either memorizes the barcode numbers, or writes them down, then puts them back where he found them.
A couple hours later, a customer grabs one of the cards, hands it to the cashier, and the cashier activates it. Meanwhile, the Badguy has gone home, logged on to the walmart website, and is checking the numbers he wrote down for validity. If he gets one, he then can either sell that number to someone, or print out a fake giftcard that has that number UPC barcoded (or whatever encoding method Walmart happens to use).

They are getting your card numbers via inside job or a Walmart check out person is stealing your numbers (phone picture, etc.). I had my card compromised because I scratched off the last 4 numbers and the pin number. They will trash your Walmart account so you can t get in to check a balance and will send money via email address before you can stop them. Not saying it is the Chinese but Walmart just hired a few of them. They stole $30 and $50 from my account. Walmart will not give you the email address so your only recourse is to file a fraud report. It could take up to 30 days to get your money back.

I would not believe that,you would have read something about it by now. However with a scanner you could scan a bar code on a card and then activate it through the website if that option is available. but I don't think it is, ithink it has to be done at time of purchase.
