Drop over to the hardware section of K-Mart, Sears, Ace, Home Depot, Lowe's, Target, to name a few and purchase two white push in caps. In the older days when there were chrome bumpers, we installed mini type smooth head chrome plated bumper carriage bolts.

Chrome round carriage bolts, stickers, put the front plate on, rear end someone and get a new bumper, bondo and paint, steal a front bumper off a car at the dealer, mount fog lights in the holes, duct tape the back side and color it to match.

BUY A NEW BUMPER

Normally I'd say bondo, but that would involve sanding. In which case the whole bumper would need to be repainted. So I am going to say use silicon caulk. Smooth it over so it is totally flat. (Use a wet sponge to smooth it out). After it dries, cover it up with the specific touch-up paint from an auto-parts store. Here in VA we are required to have a front plate, so it is not an issue.

Either get another Vanity plate to cover it up, or Bondo the holes. If you don't mind the work involved...sanding, painting...etc.

Can't you put your own front plate in the same space thus covering up the holes...??? seems like the thing to do.
