When people say the eyes are the windows to the soul it's not too far off. Your eyes are actually outgrowths of the brain, and as the only part of the brain you can actually see they do reflect your mood, health etc.

You can tell a lot. If they have shifty eyes they may lie a lot or be insecure; crow's feet mean that is a happy person who laughs a lot; someone who squints seems to be a deep thinker. Personally I prefer bedroom eyes...

Not everything, of course, but quite a lot. Unless they know how to mask emotion in their eyes... hard to do, mostly, but certainly not impossible.
