I am a women so don't do inside leg measurement but have had a dress designed for me ..and had my measurements taken by someone so yes .

Depends for what reason, but yeah cant see why not if I had clothes on and I think im about 28 inches but that just a guess, all I know is i'm short

I've done it lots for costumes for theatre...i don't have a problem unless there isn't a reason for it....and its 31"
