I have re lit the pilot about ten times over the past year. Now it will not light at all. What is the problem and then what would the fix be and how much? The water heater is only two years old so I am not looking to replace it right now.

The thermocouple is either mispositioned or has failed. Verify that the pilot flame impinges directly on it, and if fussing with that doesn't fix the problem, replace the thermocouple. They cost only a few dollars, and replacing them is simple; about the only tool needed is a small adjustable wrench.

If your water has become extremely hot in the last week or so, it's a safe bet that the thermo/gas control valve has blown it's one time fuse and is now no good. If you remove the old thermocouple connection under the control valve and install the end of a new thermocouple just leaving the bulb end out where you can get to it, you can check to see if the pilot will still light and stay lit or if the fuse has blown. Once the new thermocouple end is snugly installed in the threaded opening, hold down the pilot button and light the pilot. Once it's lit, continue holding the button down and start heating the bulb on the end of the new thermocouple. After about thirty seconds you should be able to release the pilot button and see if it stays lit. That will tell you if it's just the old thermocouple or the fuse link in the control. If it's the control you can replace it by draining the tank, removing the control by unscrewing it out of the side and replacing it and all the piping that goes to the burner, pilot and thermocouple underneath. The control will run in the $125/$150 neighborhood.

in most cases it is your thermo coupling that's bad. the little rod by the pilot light with the wire that goes to your gas regulator. it is best to get a professional to replace it if you don't know what your doing.

it's probably a bad thermocouple, they are only about $6 and very easy to change. You can buy them at Home Depot or Lowe's or places like that
