I already know I'm not the most talkative person, and don't really know how to be naturally friendly to people but I do at least say HI. The problem is that I never know what to say after that. My mind just goes blank and a kind of look at the other person willing them to sy something. I just can't carry a conversation even when I have something to say. Am I giving off some type of mean-person vibe or something?

See if any of these tips help?
After saying hello, take a look at the person you're saying hi to and see if there's something they are wearing, or how they look that you genuinely like. If so, then give a compliment. Sometimes the other person would then reply with a short "yes." and they may not know what to say after. Then I'd consider thinking about how You relate to that particular topic.

Let's say you're complimenting her hair. And she said thank you. Then you think why you like it, and you can tell her why you like it, and what your past experiences with hair has been. If the other person seems interested in the conversation, you can then take the tangent to hair salon, hair products you've used and not liked. Sometimes even ask the other person's of their opinion or advice.. people often like that.

It can be difficult when meeting new people to build a strong conversation with a complete stranger. The most important thing to remember is people love to talk about themselves me me me is a key favorite topic.

Why not start by asking some simple questions like what are you doing at the moment work wise studying or are you partying hard, Ask about hobbies like you can start of by saying I love watching Big Brother or I love this type of music so tell me what are you into. Turn it into a joke for example god sounds like I am interviewing you for a job hope you don't mind me asking to many questions as I need to note them down for my research lol!! The key point is ask many questions and focus on what similar interests you share with that person like holidays, traveling, music, sports etc

Try to relax yourself be comfortable I know it's easy said then done but once you get the conversation flowing you will think wow this was easy and fun and you will start to enjoy talking to people even more. Why not practice this at home with close friends or family as this will help to build your confidence even more. Good luck with what ever you decide and don't worry you will be fine.

I'm the same way I don't know how to keep a conversation flowing and I'm 36. I'm a lot better on the phone. Sometimes the things I say in response is so dumb I laugh my azzz off about it later. I'm so awkward like--just who I am I guess. lol

The secret is... to ask questions about them, and then listen good and take off on what they said. If you really want to know about someone, this helps. Being shallow or insincere is detectable and a turn off. If you care, that shows. Just be curious.

let ur freinds do the introducing then the person will kno ur more freindly and they wont think youre an antisocial freak. also if you talk to someone in a group then someone will be talking most of the time

No. It just might be your shy or you get nervous. Just stay to the basic of saying hi and asking them how their day was and their feeling and take it from there.

Try this ! It works for me ! Say " Hi, do you want to mess around ? "
The people will think you are so interesting then.
