I currently have an Athlon 3700+ and I am looking at upgrading to an Intel Core 2 Duo.

Really tough one to answer, but I would say FSB overall. The best thing to do is look at benchmarks of different processors to see which one performs better, trying to compare differing specs can get confusing.

neather really as long as you have 2mb L2 cache you should be fine and fsb doesn't really help at all if you overclocking just get like a E3400 and overclock it if you not get a E6600 or a E6420
